2027 Memory Is Already Signed For

The centre of gravity in this shortage has shifted from price to allocation. A Nomura research note states that 2027 memory volumes and prices were locked through long-term agreements as early as October 2026, with penalties reaching up to 100% of the value of annual demand. Next year's market has effectively been signed this year; what buyers can still negotiate is not the size of the increase, but whether they are on the allocation list.

Supplier behaviour supports that reading. Industry reports indicate that roughly 80% of Samsung's future memory capacity is committed under long-term contracts, and some data-centre customers are accepting procurement costs about 25% above prevailing prices in exchange for priority supply. New capacity will take time: Micron's new Idaho fab is expected to start production around mid-2027, with meaningful volume only from 2028.

Supply gap narrows but does not close, 2026-2028

The timeline of the gap is also becoming clear. JPMorgan estimates the industry supply gap at roughly 20%, 19% and 15% for 2026 through 2028 — narrowing each year, yet still open in all three. The mechanism is HBM's crowding-out effect: in 2027 HBM is expected to absorb close to 30% of global DRAM wafer capacity while accounting for only about 13% of bit supply, so the incremental volume reaching conventional DRAM is heavily diluted.

HBM takes 30% of wafers and returns 13% of bits

The squeeze is now visible downstream. IDC puts third-quarter global smartphone shipments at 255.3 million units, down about 22% year on year — the steepest single-quarter decline on record. Passive components show the same split: Murata is adding capacity only for AI, targeting a 20% increase in AI server capacity by fiscal 2028, with general-purpose grades for phones and appliances left off the list.

For procurement, the priority for 2027 is securing volume rather than negotiating price. We suggest quoting conventional DRAM, NAND and enterprise SSD separately, confirming first-half allocation and lead times early, and scheduling 2028 framework agreements well ahead. YANGSHIN Technology carries the JC Semiconductor, Kangying Semiconductor and Youcun Technology memory lines and can support allocation confirmation and lead-time planning.
